Biography
Paul Ground was born November
15, 1948, in Decatur, Illinois. His father Ted was a
railroad switchman. His mother, Connie, was a homemaker.
Later, however, while Paul was still a child, she obtained
first a bachelors, then a mastersı degree in education. Paul
got to attend his momıs college graduation from Millikin
University the summer after his junior year in high school.
Paulıs mom became a teacher, then later a school principal.
She was once named the Illinois Elementary School
Administrator of the year.
Paul went to Decatur Public Schools, graduating from
Eisenhower High School in 1966. He attended Millikin
University and graduated with a Bachelor of Arts degree,
having spent a semester in the Washington Semester program
at The American University in Washington, D.C. In one of his
first classes in college, Paul met Carolyn Handrich of
Belleville, IL. Shortly after they both graduated, they were
married in June of 1970.
After serving for about 19 months in the United States Army
near Frankfurt-am-Main, Germany, Paul returned to the United
States. He attended the School of Law at Washington
University in St. Louis. While there, he published a note,
Due Process and the Untenured Teacher: A Review of Roth and
Sindermann in 10 Urban Law Annual 278. That publication is
now known as the Washington University Journal of Urban and
Contemporary Law.
After graduating from Law School in 1975, Paul joined
classmate Greg Quinn to form the law firm of Quinn and
Ground, based in West St. Louis County, Missouri. The firm
emphasized personal and small business representation.
Paul and Carolyn have two sons, Bill, 22, and Steve, 9. They
live in Ballwin and are members of St. Mark Presbyterian
Church.

Service
In 1982, Paul managed the
legislative campaign of Steve Banton. Paul has also
been active in numerous community and political
organizations. In 1983 he served as president of both the
West St. Louis County Chamber of Commerce and the St. Louis
County League of Chambers of Commerce. In 1984 he sought the
office of Republican Committeeman of Queeny Township
unsuccessfully. He won that position, however, in 1988, and
has been reelected in 1992, 1996 and 2000.
Paul served as Treasurer of the St. Louis County Republican
Central Committee from 1993 to 1996. In 1996, he was elected
Chairman of the Committee. The Committee again chose him as
chairman in 1998 and 2000. His current term continues
through August, 2002. Paul also serves as a member of the
Republican State Committee and the Executive Committee of
that Committee.
